Suggs Park Neighborhood

Suggs Park Neighborhood is a quiet, beautiful neighborhood located near one of the busiest shopping malls in the Oklahoma City metro. Homes in the area are predominantly brick. Styles of homes range from the smaller 1950-1960's modern and ranch-styled to a variety of larger, traditionally styled homes, each with their own unique personality and landscaping.

The Suggs Park Neighborhood Association was incorporated in 1991 and has been an enduring influence in protecting and improving the neighborhood. Each year the association holds quarterly neighborhood meetings, sponsors the James Monroe School with special donations and organizes a May picnic for all residents.

Membership in SPNA is open to all residents (regardless of race, color or nationality) and all businesses in the area. This includes homeowners as well as renters. A small membership fee is applicable.

Officers of the Association are all volunteers who are elected by the membership. All committee chairpersons are volunteers who donate generously of their time and expertise. A list of officers and committees can be seen on the Contact Page of this web site.

Goals of the SPNA are to keep all residents well-informed by the distribution of the monthly newsletter, to assist the OKC police and fire departments, to educate all residents on crime activity and their personal safety, to encourage all residents to maintain their property to a high standard, to create a safe, enjoyable neighborhood for residents to live.

Suggs Park Neighborhood By-Laws

"Second Amended and Restated By-Laws, September 13, 1999".

ARTICLE I - NAME

The name of this organization shall be the SUGGS PARK NEIGHBORHOOD ASSOCIATION.

ARTICLE II - PURPOSE

The Suggs Park Neighborhood Association shall be operated exclusively for charitable purposes to:

1. Promote the development and betterment of the neighborhood.

2. Provide a forum for analysis, study, and accomplishing neighborhood goals.

3. Encourage participation of association members in planning and decisions affecting the neighborhood.

4. Disseminate neighborhood information to members of the association.

5. Educate members in prevention of residential crime and vandalism, and promote and support neighborly concern and safety in the neighborhood.

ARTICLE III - BOUNDARIES AND MEMBERSHIP

1. The Suggs Park Neighborhood Association will be bounded on the North by properties on the South side of NW 50th Street; on the South by all of NW 44th from the West boundary to the East boundary, and shall also include all of NW 43rd Circle and all of NW 45th Place, on the East boundary to include all properties up to and including residences on both sides of Barnes, on the West all properties up to but not including residences that face Miller Boulevard.

2. Membership in this organization is voluntary to any and all persons residing within the boundaries prescribed above.

ARTICLE IV - DUES

Annual dues shall be reviewed and adjusted each year by majority quorum vote of the membership to reflect the financial needs of the association. Additional special dues may be assessed only if approved by two-thirds (2/3) of the membership quorum vote. The fiscal year of the SPNA shall be from September 1 through August 31 of each year. Renewal membership dues automatically become due and payable each year on September 1 for all members.

ARTICLE V - OFFICERS

1. The officers shall be elected by the attending membership at the last meeting in the Spring of each year, for a term of one (1) year, beginning with the September meeting.

2. The officers of the association shall be President, Vice-president, Secretary/Treasurer. They shall be elected by a majority quorum vote of the membership each year. A Block Captain may be elected by the members of each block, or may be appointed by the President if none has been elected. Any adult member shall be eligible to hold any office. All officers shall serve without pay.

3. Any officer may be removed by petition signed by a majority of the members of the association or by a three-fourths (3/4) vote of the Executive Committee whenever, in their opinion, such action is in the best interest of the association.

4. A vacancy in office due to death, resignation, removal or otherwise, may be filled for the unexpired portion of the term through appointment by the Executive Committee.

ARTICLE VI - COMMITTEES

Committees may be appointed by the President or established by a majority quorum vote of the members present at any regular meeting. The Officers, Block Captains, and Chairs of standing committees shall constitute the Executive Committee. This committee may call special meetings, take action between meetings as instructed by the membership, and deal with emergency problems. All actions are subject to a majority quorum vote of committee members.

ARTICLE VII - MEETINGS

1. The principal place for meetings will be the Monroe Elementary School, 4810 N. Linn, Oklahoma City, OK 73112. Regular meetings will be held the second Monday of each month for the months of September, October, November, Decemb er, January, February, March, April, and May, at 7:00 PM in the school auditorium. Special meetings and gatherings may be called by the President with concurrence of the Executive Committee.

2. At least 15 members must be present to conduct official business of the association. A majority quorum can approve any action unless a different specific vote requirement has been specified for the action. The BY-LAWS may be amended at a regular meeting, but members must have been notified in writing at least twenty (20) days in advance of the proposed action. Such notices will be distributed by the respective Block Captains. Such action will require a majority quorum vote.

3. Proxies shall not be allowed in the voting and conduct of business of the association.

4. The official policies, positions, and opinions of the association shall not be established or determined by anyone other than the membership of the association.

5. The proceedings of this association shall be in conformance with "Robert's Rules of Order (Revised)" as published in paperback, 1979 by Morrow Quill Paperbacks, William Morrow and Company, Inc., 105 Madison Avenue, New York, NY 10016.

ARTICLE VIII - BOOKS AND RECORDS

The association shall keep correct, proper, and complete books and records of accounts. These books and records shall be voluntarily surrendered each year after July 31st and before August 15th for an independent audit to be performed by a volunteer qualified member. This member's findings shall be presented to the membership at the first regularly scheduled meeting in September. SPNA shall also keep minutes of its regular and special meetings. In addition minutes shall be kept of Executive Committee, Standing Committee, and Special Committee meetings.

Approved and adopted by a quorum vote this 13th day of September, 1999.

SPNA Membership Pledge

As a member of SPNA, I pledge to get to know all of my neighbors to the left, to the right, and immediately across the street. I will do my best to be helpful, (within reason.) I will look out for their personal well being, I will look out for their property. I will post their names and telephone numbers in a readily accessible place. I will advise them of this membership pledge and encourage them to join this association. I will proudly display my SPNA membership yard sign as a statement to my neighbors that they can count on me for help and protection in their time of need. I will always treat my neighbor as a friend.

Quarterly Meetings & Membership Dues

Quarterly Meetings: Meetings of the SPNA Neighborhood Association are held at Monroe School, 4810 N Linn. Check the SPNA Calendar for exact dates and times.

Membership Dues: Membership dues are $10 annually. The dues collection from September thru May constitute our annual dues and each year is separate as far as that donation is concerned. One half of each year's dues is donated to Monroe Elementary School for a specific project they need done.
