You're right. I believe this is was a childish, petty act and is nothing more than theft. I do not believe that a president of any association has the right to do what he did. I do believe that he acted based on concerns, but it was completely one sided. The role of the president is not to be a puppet for those that scream the loudest. No communication occured, no meeting, just action based on a one-sided view. Had he taken the time to communicate, this wouldn't even be an issue. I think he should voluntarily step down.
