HOA Won't Return calls

Have contacted the HOA 5 times in the last 4 months with NO return call. 

Looking for a copy of our HOA agreement since retired persons aren't supposed to pay yearly fee (I was on the original HOA and this was grandfathered) yet HOA places liens on property.

The Recorder of Deeds in Clay County, Mo, has the Bylaws. Book 2027, Page 764, Dated April 15, 1991, page 4 of 6, Section 6 stating "If all homeowners of a residence are sixty-two (62) years of age or older and retired, then they are exempt from Paying annual Association assessment for only the residence in which they live." 

Had to get an Attorney since we are more than a decade over 62, are retired and still being harassed by HOA to pay dues. 

If a detailed message of name, phone number, and reason for the call is left on the HOA phone, a return call will be made.  If no one answers that return call, a mesage to call back is required, otherwise it is assumed the problem is solved. Another method of communciation is to email the secretary at halhhomes@aol.com.  For the exemption, a valid drivers license of age and proof of all owners being retired without outside employement must be presented to the secretary.

The exemption goes into affect after you submit proof of age & retirement for the dues after that date.  It does not erase the previous dues owed before that time of proof presented.  Many people over the age of 62 and retired may still pay the dues to support the neighborhood or may have other employment after their retirement from one job.
