Who monitors for rules violations?

Just curious who exactly spends the time scrutinizing every house in the neighborhood for alleged rules infractions?  I received a letter from Condo Associates advising me that I need to remove an old A/C unit from my property that a "property inspection" revealed.  The unit in question is from a botched A/C repair and is needed for when the repairs are completed (I'm not living in the house currently), however, the unit is BEHIND my house situated to the interior side of the current A/C unit.  This unit is not visible to any public area including the street, it has actually been there for more than 18 months and this is the first letter I've received regarding it.  This indicates that someone was tresspassing on my property to make such an observation since there is only one way to see the unit and that is by being in my back yard as I have only conservation behind me on Nottingham.  Is some representative of the neighborhood association going through all of our yards and peeking in windows or who knows what else?
