Who do you call about new neighbors who are extreme bullies not stopping their dogs from barking and their aggressive behavior outside 24/7.  The new neighbors who are cruel, criminals, and insensitive don't control their dogs, have traumatized me, trespassed on my Mother's property more then once, and are taking their dogs out 5 times a day preventing other dog owners where I live to take their pets out including my Mother's dog.  Couple months ago in the morning - their dogs almost killed my Mom's dog it still haunts me.  Please help anyone- can't take this anymore.  It's always more noisy passed 9 pm.  HOA association is protecting them and won't help.  This hurts so bad.
