I'm new to this whole HOA thing and I'm trying my hardest to "work" with the HOA when it comes to "my" home, but I was curious to know how others felt about the HOA fines in general. Are fines really necessary? I've never met anyone on the HOA, but it seems to have a very punitive slant to it. Perhaps too many ex-military on the board.  Everytime I get an e-mail from the HOA, they're chewing me out for something and then copying the section in the bylaws that state the rules and consequences. It sures leaves a bad taste in your mouth after reading it. 

I hope the new board puts forth a "friendlier" approach to managing our HOA.

Sorry if you have gained a negative or punative impression of our HOA, but many people will not comply with the expectations of yard upkeep, visible home maintenance or tasteful improvements of our community unless a fine is possible. 

Our fines policy allows a homeowner to be sent a courtesy violation notice the first time a violation is found.  Then upon follow up, if the violation hasn't been corrected, then a second letter is sent.  After this time has passed, if the item has still not been corrected, then the fine is imposed.   A homeowner does have the ability to request a hearing to appeal the matter.

Please keep in mind that our HOA hires a managment company to inspect our community and handle the letters and collections of fines.  The HOA Board  members are homeowner volunteers who provide oversight and establish policy, and we also have committee volunteers who are also influential and make a large contribution.
