COLUMBIA PARK NEIGHBORHOOD ASSOCIATION (CPNA)
BOARD MEETING MINUTES
February 18, 2008

In attendance: Liz Wielinski, Peter Doughty, Ciara Schlichting, Kathy Buchanan, and Brock Hanson _______________________________________________________________________

Call to order: 6:11
Approval of tonight’s agenda: moved and seconded, all in favor.
Approval of 1-21-2008 minutes: moved and seconded, all in favor.
Motion to approve correction to last months meeting: moved and seconded, all in favor.
Kathy will email Liz corrected minutes to post on Website.

Housing/Crime/Safety
Regarding an issue on Spain PL, the North East Citizen Patrol (NECP) will meet Tuesday, March 26th at Columbia Grounds at 6:30PM, Liz plans to attend. The NECP will leaflet neighbors regarding the meeting. Someone from Councilman Ostrow’s staff will be present.

State of the Precinct (2nd Precinct) address to be given on Saturday February 23rd,
10:00 am at the Aveda Institute.

Shoreham Area Advisory Committee
The SAAC will meet but not in the usual place for their March meeting. The meeting will be held at the Salvation Army buidling on Central Ave. and the Mayor’s Great Design Team will be presenting the results of the Charette on Shoreham Yards.
This Charette was also attended by Steve Minn, a former City Council member, now developer.

Open Spaces/Mississippi Task Force
The Central Ave Plan is now online. There is a 45 day comment period.

Brock Hansen, the at-large alternate to the NRP board joined us at 6:25. He is the Chair of the Shingle Creek Neighborhood Association.  He makes it a practice to visit other neighborhood meetings to keep in touch with what’s happening there.

AFCAC
The proposal to have a development corporation of the upper Riverfront is going before the Council. AFCAC is now in the city’s Master Plan. Ground breaking for the expansion at COLOPLAST is scheduled for March 4th.

Earth Day
Earth Day is Saturday, April 19th  from 9:30 to Noon, gloves, bags and more will be provided. Liz will work on getting the bathrooms open.

Garden Plots
Kathy will send out letter to everyone who had plots in March. All the gardens should be cleaned up by October 15th so people can get their refunds.

NRP – Phase II
Melody and Ciara are working on the RFP. Melody was not present. We will get an update next month.

DFL Caucus
Liz attended. More than 100 people went through. NRP resolution passed on dedicated discretionary funding, independence from City Council, and continuation past 2009.

Old Business
Annual Meeting: Liz announced at the Caucus that the Annual Meeting would be a picnic. She will ask about getting grills and bathrooms.

Liz spoke with Jeff Johnson of CP Rail about using the CP Rail portion of gateway property for a possible community bonfire. No real details to give him without the possibility of their ok. We might be able to get the antique truck from the NE fire museum so there would be water – no date set yet. Getting the Railroad’s agreement will be more difficult than the city’s.

New Business
No new business.

Mail Bag
Liz will put information from Brush With Kindness on the Web.

Next Month
Kathy will not be able to attend the March 17th meeting. She will give all information she has for the meeting to Liz during the preceding week. Mike will take the minutes and give them to Kathy on March 25th.

Because of limited attendance meeting was adjourned at 6:55PM.

April 21, 2008

Call to order: 6:01 PM
Approval of tonight’s agenda: moved (Ciarra Schlichting)  and seconded (Mike Melman), all in favor.

CM Paul Ostrow sent a handout on Housing Inspections in the 1st Ward - 2008

Alyssa Downing was present. She is planning to construct a new single family home a 3555 2nd Street NE. CPNA will receive a notice from Residential Contractors next week.

President’s Report
Liz will be meeting with the new NRP person – Barb Lickness this week.

Bookkeeper’s Report
Bank balance is $3207.27

Consolidated Containers
Will join with Coon Rapids to recycle yogurt cups, frozen dinner plates, etc. To be completed in one month. Located next to the Food CO-OP.

First Ward Roundtable
The Quarterly Roundtable will be held on April 30th . Representatives of CPED and the Problem Property Unit of the City will talk about vacant homes, foreclosures, boarded homes. Federal legislation may be coming – Paul Ostrow wants NE to be ready.

Open Spaces/ Mississippi Task Force
AFCAC update.

Gateway – Kathy sent letters to last year’s gardeners. All 11 plots are taken. Kathy will go to the Water Department tomorrow and then meet at the hydrant to put on the lock.

Gas Line Installation Under St. Anthony Parkway – Work to install a gas transmission line under St. Anthony Parkway west of Marshall St. NE in Minneapolis begins May 8th with completion scheduled for August 15th. No traffic closures of the parkway are required.

The XCEL Energy power plant is replacing its coal fired equipment  with gas-fired equipment. CenterPoint Energy had the route approved by the Public Utilities Commission to install the gas transmission line to the power plant located at  2900 Marshall St. N.E.  More information on the project is available at 612-321-5426

Crime/Safety/Housing
NECP walking group will be out again.
SAAC - Roundhouse Demolition permits should get approved by the city due to their interpretation of the 1998 legal settlement..


NRP
NRP Phase II is still a possibility. Previous funds not used for neighborhoods to be closed out and reallocated. Framework for the Future: If it doesn’t go through funds would come from grants. It would be good if CPNA became a 501C(3).


Old Business

Earth Day was very successful at Columbia Park. Twenty-five people were there. A Brownie Troop helped.

The Annual Meeting will be a picnic at Columbia Park Pavilion. Bathroom will be open . Liz has rented the Shelter. There are plugs for Crock Pots in the Shelter. 

Ad for the Annual Meeting -- Mike Melman motioned to approve and Ciarra Schlichting seconded. Kathy will take care of the Ad in the Northeaster. Layout needs to be completed by May 1st.

Reimburse Liz for Picnic Shelter ($100) – Moved by Mike Melman, seconded by Ciarra Schlichting.  Liz will borrow or rent a sound system.

Picnic time – 6:00 – 9:00 Bring a Pot Luck dish.

Inspections 
Inspections have begun. 

St. Anthony Parkway bridge over the railway tracks
The Governor vetoed the do-over of the bridge over St. Anthony Parkway.
Light Rail was vetoed.
Lowry Bridge is shifting now and maybe taken down sooner than planned.
Money pool for Lowry bridge still undetermined.

Liz will borrow the laptop.

New Business
By Laws –  Change President and Vice President to 2 Co-Chairpersons. Motion to do changes (Mike Melman) Seconded (Ciarra Schlichting). Copies of the changes will be taken to the Annual Meeting.
