Neighborhood Emergency Plan

NEED FOR A NEIGHBORHOOD EMERGENCY PLAN
Federal and state emergency services providers and the Clark County Citizen Corps Council are requesting neighborhoods to prepare for emergencies created by natural and
man-made disasters. Those who live, work or worship in our neighborhood need to have a
plan in place in order to react effectively to the kinds of disasters that can occur.
Each family should have a Family Disaster Plan. Information may be obtained from the neighborhood association or online at www.redcross.org/services/disaster/beprepared/.

PREPARATION OF THE NEIGHBORHOOD EMERGENCY PLAN (NEP)
This Neighborhood Emergency Plan is prepared by authorization of the Airport Green Neighborhood Association in consultation with the Clark County Citizen Corp Council and its member agencies.

PURPOSE OF THE NEIGHBORHOOD EMERGENCY PLAN
The purpose of the NEP is to provide reliable advice to those in the neighborhood in order for them to prepare for, and react effectively to, a number of emergency situations that could affect the Airport Green Neighborhood. The NEP is intended also to identify and coordinate the activities of the Neighborhood Watch program and the neighborhood’s Citizen Emergency Response Team.

ACTIVATION OF THE NEIGHBORHOOD EMERGENCY PLAN
The NEP will be activated when instructions are received by a representative of the neighborhood association from emergency service providers or when the occurrence of a disaster requires the neighborhood’s Citizen Emergency Response Team (CERT) to self-activate.
In the event of a disaster, the magnitude of which may delay emergency responders for as many as three (3) days, the Airport Green Neighborhood’s CERT is authorized to assume emergency response management and operations functions pursuant to the training received by its members. Neighbors who are not CERT qualified will assist only in support activities.

IMPLEMENTATION OF THE NEIGHBORHOOD EMERGENCY PLAN

Evacuation of the Neighborhood

Incidents involving volcanic and hazardous emissions, uncontrolled fires or smoke, flooding, airplane crashes or police actions may necessitate the evacuation of the neighborhood.
Instructions to evacuate may be received from radio or television reports, or from a call by a
known participant of the neighborhood watch program. Depending on instructions issued by emergency services regarding the direction in which to evacuate, the evacuation routes shown on the Evacuation Route Map should be used (see attached map).
The last person vacating a residence or building should leave a white cloth (sheet, towel or shirt) displayed and visible from the street to indicate that no person remains within.
In preparation for such an occurrence, those who live, work or worship in the neighborhood should assemble an evacuation kit that is stored in, or that can quickly be placed in, a vehicle that will meet their personal and family needs. Residents with pets should prepare for the evacuation of their pets. Suggested contents of the evacuation kits for humans and pets may be obtained from the neighborhood association or online from the American Red Cross at
www.redcross.org/services/disaster/beprepared/.

Incident Necessitating “Shelter-in-Place” or “Lockdown”

Incidents involving volcanic or hazardous emissions or smoke not requiring evacuation, tornadoes, or high winds may require those in the neighborhood to “shelter-in-place.” Instructions to “shelter-in-place” may be received from radio or television reports, or by a call from a known participant of the neighborhood watch. A radio or television should remain on to receive additional information.
Doors and windows, upstairs and downstairs, should be secured and window covering closed. Fire place flues should be closed and sealed. Stoves and ovens with open flames should be turned off.
In a police action residents may be required to institute “lockdown” procedures, which are similar to those for “shelter-in-place.” Residents should secure all doors and windows,
and utilize window coverings. A radio or television should be turned on to receive additional information. Unless advised otherwise, sightings of individuals who are obviously not law enforcement officers should be reported to 9-1-1.
The neighborhood’s duress word is “_________________” and means “help is needed.” It should be used to signal that you are in a hostage situation in any conversations with neighbors or law enforcement.
In preparation for such incidents, those who live, work or worship in the neighborhood should assemble a 72-hour kit which contains food, water and supplies. Information regarding the contents of a 72-hour kit can be obtained from the neighborhood association or online from the American Red Cross at www.redcross.org/services/disaster/beprepared/..

DISASTER ASSEMBLY AREA
In an event requiring activation of the Neighborhood CERT, the primary assembly area for information and relief efforts will be Hearthwood Park.

POST-DISASTER PLAN
As the result of the disaster event, telephone service may be interrupted. Service will first be restored to pay telephones. The neighborhood’s nearest pay telephone is located at the gas station mini-mart at the corner of SE Mill Plain Blvd. and Park Crest Drive. Each Family Emergency Plan should include an out-of-area contact who will be called first to relay information to others.
If looting is an issue, neighbors should coordinate security procedures and watch schedules with their Neighborhood Watch section captains.
Families may want to camp in their yards rather than move to relief shelters or stay with relatives or friends. The Family Emergency Plan should address this issue and preparations for shelter, cooking and waste disposal should be made in advance. If a family decides to leave, information regarding where going, for how long, and telephone number should be given to an immediate neighbor who stays or to the Neighborhood CERT.
Grief counseling may be available. Information will be available by contacting the Neighborhood CERT.
